Probably you need to do an opening party, and start hosting meetups from
the local technical/business/entrepreneurship communities.

You have to find were does the freelancers, and entrepreneurs from your
city are, and start inviting them to come. Most importantly you need to
know what are the needs of your potential clients, and adjust the coworking
to meet those needs.
