For the latter part, YACSmoke already does this with the exclude-dists
config setting. At the time of writing it did cross my mind to write
exclude-authors, but I didn't think it would be of much value.

YACSmoke uses an INI file format, which if reused here, could allow for
a drop in place file and then YACSmoke could have an added configuration
of 'skipfile' that would load these entries as the base settings.

YACSmoke could even potentially auto update the skipfile if connected to
the internet.

I'm currently working on YACSmoke, and so far completed the abstraction
of the CPANPLUS bridge to a plugin. I shall be looking at a bridge to
CPAN/CPAN-Reporter shortly, and then rebuilding a test suite, so now is
an ideal time to revisit the configuration settings.

As to where to put it, as long as authors themselves have access to
update only their own entries, with the ability to suggest wildcards to
admins, then something that hooks into PAUSE would be good.
