Hi Subramanian,

I think you have to be a bit more clear on what your issue is. The clan-testers 
list is about CPAN testers not so much the particular CPAN distributions.

When you are clear on what the issue is and where, the best thing you can do is 
report an issue to the author, a CPAN testers link like the one you referenced 
can then come hand when documenting the issue you are reporting.

What I can read from the report you refer to is:

1. The issue might be with: CGI:Test 0.104

So you could go to the distributions page on MetaCPAN:

Here you can see: 

1. The latest version is 0.52
2. The Changes file https://metacpan.org/source/TOKAREV/CGI-Test-0.52/Changes

3. There are currently no open issues

Read the changes file and evaluate the latest release.

And finally:

4.  That the repository of the code is on Github

On github you can report an issue or propose a patch if your issue is not fixed 
in the latest release or similar.
