If you really are using a modern browser with Javascript disabled, or
absolutely must use an old browser without Javascript, I'd be intrigued
to know why.
If I haven't received enough requests to keep the site running by next
month, then the Static site will be 301'd to the dynamic site.

Cpantesters isnt stable enough to run dynamically, for example, right
now I am getting a fatal error on FF 12, FF 32 and FF 31

and Report Summary and Module Version areas are unpopulated. If I goto
the static page, those 2 areas are there.
Firefox 12 from April 2012 is the last browser ever released for Windows
2000. And Opera 10 from 2009 is the last browser ever released for
Windows Mobile, both OSes I regularly use.
I often keep Javascript off, since the only purpose of it is to show
nagging advertising toast, checkin with a dozen analytic firms on each
page load behind the scenes, and modal dialogs that waste my time.
Cpantesters doesn't need anything above a text terminal with color for a
GUI. You have no reason for "touch friendly" interactivity. You dont
offer interactive panable graphs or fish eye views of anything, or heat
maps.
