Trove is a database which requires the user to enter data via the web. In effect
it is trying to be a general _source_ archive.

This does not go far enough for what is needed for CPAN.

We need to be able to know about binary distributions and connect them to the
source distribution. What dependancies does each distribution have on
any other perl modules. But most of all be as little work on the developer
as possible.
