This is something that the Panchayati Raj ministry was unable to do in three years of ministerial pushing. Although it represents the most devolved layer of governance in the country, it has been singularly unsuccessful in gaining access to its own media channels as a part of the developmental approach. However, considering that the 'father' of the Indian agricultural revolution could not get the agricultural ministry to move any faster than this, despite the obvious benefits of using every participatory media channel possible, and a much-touted 'Mission 2007' drive, I suppose we should be grateful that at least something is happening now. A friend of mine told me the Planning Commission has been stymied in an effort to devolve planning, as a process, by strong resistance from every layer of the executive. It has been exceedingly difficult to get permission for 'test' administrative blocks to run pilot devoluted planning trials. CR was to be an integral part of this process, in order to spark interest in local planning. This is part of the national programme for mobilising mass media support for sharing agro information, said T.P. Trivedi, Project Director. The Council plans to train around 200 scientists for the programme and two scientists each will be put in charge of the institutions across the country. Plans are afoot to begin community radios for sharing agriculture and technology related information with the rural population. Media centres will also be set up from where research information from any of the sister institutes could be gathered. The effort is to reach wider sections of the society. The weakness in the marketing of technologies developed in the research institutions will also be addressed, said Dr. Trivedi during an interaction with media persons here on Monday. The agro information programme is being implemented in association with nine research institutions of the Council including the Central Marine Fisheries Research Institute (CMFRI), Kochi and the Central Institute for Fisheries Technology (CIFT), Prasar Bharathi and media houses. The Directorate of Information and Publications of Agriculture, New Delhi, will function as the nodal agency of the programme for which a budgetary support of Rs. 44. crore has been made. CMFRI Director G. Syda Rao, CIFT Director B. Meenakumai, and S. Ashaletha, S. Balasubramaniam and V. Geethalakshmi, scientists of the CIFT associated with the project spoke.
