That's correct, I just wanted to state the current state of affairs.
Regarding Orbit containing all dependencies: I remember in the past that
some plugins were "leaked" into the EPPs accidentally and it was quite hard
to track down the source. The conclusion is that the transitive
dependencies are not enforced to be loaded from Orbit. I don't know how
hard would this be to implement but it's maybe something to consider for
2018.12.
