Martin, I am pretty sure there is some code in JDT that handles this case already. When I open a workspace created with the EPP (with code recommenders) version of eclipse in the SDK (without recommenders) on the first time I do a Java autocomplete I get a popup recommending I reset completion preference defaults.
Perhaps one of the JDT folk can confirm that this is indeed the case that is being covered.
