Papyrus also uses this plugin to link associated p2 repos. We
are still testing your solution, but it seems work fine.

We had similar issues with the EGit build last year and therefore stopped using
org.jboss.tools.tycho-plugins:repository-utils.
If you use this plugin to link associated p2 repos you can replace that by
<repository-reference>s in category.xml, available since tycho 2.4.0:
