Hi,
The solution mentioned by Matthias with <repository-reference> in
category.xml and Tycho 2.4 works fine for us.
We still have several git to update but we are progressively migrating away
from the jboss plugin.

Hi,
For those who still uses our repository-utils plugins, our infra team indicates
the 503 are due to new Infra changes and Load balancing/SSL issues. It can
stills occurs buut less frequently.

We had similar issues with the EGit build last year and therefore stopped using
org.jboss.tools.tycho-plugins:repository-utils.
If you use this plugin to link associated p2 repos you can replace that by
<repository-reference>s in category.xml, available since tycho 2.4.0:
