TheAPI level 21 in XWALK-3234 only means the required compile SDK
version when you build the apps. Crosswalk11.40+ requires android-21
to compile to support new APIs, but it doesn’t mean the apps must run
on Android 5 or higher, it still supports running on minimal API level
14 (Android 4.0Ice Cream) devices but with minor limitations like

works very well on Android 4.0.3 up to 5.1

to support just API level 21.
In other words, for using Chromium 40+ my apps must run on Android 5
