TheAPI level 21 in XWALK-3234 only means the required compile SDK version when you build the apps. Crosswalk11.40+ requires android-21 to compile to support new APIs, but it doesn’t mean the apps must run on Android 5 or higher, it still supports running on minimal API level 14 (Android 4.0Ice Cream) devices but with minor limitations like https://github.com/crosswalk-project/crosswalk-website/wiki/webapi-support-on-different-versions

I'm using org.xwalk:xwalk_core_library:12.41.296.5 (embedded) and it works very well on Android 4.0.3 up to 5.1

As I understood, for using Crosswalk version 11+ my application have to support just API level 21. In other words, for using Chromium 40+ my apps must run on Android 5 or higher.

Is that correct?
