For the moment I am using the cordova plugin you mentioned.
would be nice to have pure crosswalk/browser for simpler usage, but I dont know the chrome code, would take me some time to get into and code and help.

Did some comment and marked to follwo the discussion. lets see what comes

I don't know if you are using Cordova but if you are, then I see this Cordova 
plugin, https://github.com/vilic/cordova-plugin-tts which might help solve your 
problem.

Yes, after a more indepth search I found out the it is not enabled.

Is there a way to build it with?
I am looking now into the docs of building crosswalk, but haven't found
info about it. Is it blocked by some google licence issue?

I was trying to use SpeechSynthesis in a app with crosswalk but it does not 
work.
Did a very simple test with:

But no sound on a device.
Have tested the simple html on a native browser ( chrome ) and it works but not 
on crosswalk.
