Josh, I think being the release manager there is additional responsibility of
announcing the release. A note from release policy
(http://incubator.apache.org/guides/releasemanagement.html#announcements)
"release managers should ensure that releases are announced... Announcements
should be posted from the release manager's apache.org address."
