My information (from Intel insiders) says that this has already happened:  the
hardware RNG has been moved from the CPU to the chip set.  It seems to be a
topic of debate whether that is good or bad news.  At least one poster claimed
it was good, because the Intel chipset was likely to be more pervasive than the
new high-end CPUs.
