www.fortify.net has free software for upgrading Netscape to 128-bit,
for many different versions of Netscape clients.
The Apache web server is the standard Linux web server,
and versions of it are available with SSL security - since it's
source code, you can easily do 128-bit capability.

I don't know what laws, if any, India may have about it,
but there probably aren't any.
