Personally I don't have any *real* preferences. However it should be done least disturbing IMO. This means activity should be low and most people should be asleep. Assuming that most of come from the US or Europe, starting the upgrade at 4:00am UTC (when everyone in Europe is asleep and some Americans have evening) or at 8:00am UTC (when Europe is awake and most Americans should be asleep) or somewhere in between or whatever you like.
As for the date, I think patching it at Jan 1st early in the morning would be ideal as most people will be asleep after the party of the previous evening.
