Players only download what you offer to them. Players can however decide
what they want to download from your server with cl_downloadfilter
setting all (everything), nosounds (no sounds) and none (nothing). Then
there is also cl_allowdownload 1/0.

And I found a bug today. One of my servers which doesn’t have GOTV on
are showing viewers in the server scoreboard.
