No, if sv_downloadurl isn't used, they will but if it is being used,
they will not get the content (for example maps) if they aren't on the
url and the server is set to use it. This has always been a problem.

Players only download what you offer to them. Players can
however decide
what they want to download from your server with cl_downloadfilter
setting all (everything), nosounds (no sounds) and none
(nothing). Then
there is also cl_allowdownload 1/0.
