Hibernating is enabled by default, 99% of the csgo servers running are doing
it when they're empty.
I doubt the hibernation is the issue, though there was a couple bug reports
on the sourcemod forums about addons stalling with it enabled.
Nothing from the console log you posted shows anything out of the ordinary.
What issue are you having?

Try delete and re-download all SRCDS files, steamcmd is bugged and
validating does not re-download corrupt or missing files.
