Have you tried experimenting with bot_quota_mode? I might be wrong but i 
believe in default mode the bots leave the server as soon as the last human 
player disconnects. And naturally on an empty server as soon as there are 
players on both teams the game will restart. That has already been the case in 
HL1-based cs.

servers who works with maxround instead of timelimit the score is set to 0 even 
if there were played a lot of rounds before.
