This is most likely a mix between security (I believe every [server] operator has to own prime, which makes sense when making accounts is like candy and the game is targetted by exploiters), and the way steam works (the license you get from hitting the "install game" button on the f2p page is not the same license that you get from old buys/new prime upgrades, and does exclude access to sdk+server+etc. See: the apps the license for csgo free gives: https://steamdb.info/sub/303386/apps/ and the apps for the license for prime upgrade csgo: https://steamdb.info/sub/54029/apps/ ), it could be intentional, or accidental, but I'd lean towards intentional. It makes sense, since it shows the owner is more trustworthy, I guess.

For CS:GO (which IS free-to-play), it FAILED because that new Steam account did not "own the game"?  In order to get it to work, I had to go to the Steam store (logged-in as this new Steam account) and buy the "CS:GO Prime Status Upgrade" - even though the game is "free-to-play"?  It's only about ~US$15, but still - why do I have to pay to host a game-server for a "free-to-play" game?
