every subscription "package" is listed on steamdb, https://steamdb.info/app/730/subs/ , and they each have different depot that it gives access to. it looks like you might've either owned https://steamdb.info/sub/125313/apps/ , which also for some reason gives you access to https://steamdb.info/app/624820/ , which seems related.

Yeah, really hoping for an official response from Valve.
The weird thing is, the older Steam account that I had been hosting CS:GO with (using sv_setsteamaccount tokens generated by that account) worked for years, and does NOT own the "Buy CS:GO Prime Status Upgrade".

    This is most likely a mix between security (I believe every
    [server] operator has to own prime, which makes sense when making
    accounts is like candy and the game is targetted by exploiters),
    and the way steam works (the license you get from hitting the
    "install game" button on the f2p page is not the same license that
    you get from old buys/new prime upgrades, and does exclude access
    to sdk+server+etc. See: the apps the license for csgo free gives:
    https://steamdb.info/sub/303386/apps/ and the apps for the license
    for prime upgrade csgo: https://steamdb.info/sub/54029/apps/ ), it
    could be intentional, or accidental, but I'd lean towards
    intentional. It makes sense, since it shows the owner is more
    trustworthy, I guess.

    TL;DR security reasons.

      Encountered this interesting issue today.
    I am in the process of moving over my sv_setsteamaccount stuff to
    a different Steam account.
    On the new account, I am hosting several games, including:

      * Team Fortress 2 (appid 440)
      * Counter-Strike:Source (appid 240)
      * Counter-Strike:Global Offensive (appid 730)

    Using the manageme game servers page
    (https://steamcommunity.com/dev/managegameservers), I started
    generating "login tokens" for each game-server instance.

    For TF2 (which IS free-to-play) I just punched-in appid 440 and
    note, and everything worked exactly as expected.

    For CS:S (which is NOT free-to-play), it failed because that new
    Steam account did not "own the game".  Since CS:S: is NOT
    free-to-play, this was expected.  I went to the Steam store
    (logged-in as this new Steam account) and bought it 9 (~US$10).
    Afterwards, I was able to generate login tokens for my CS:S
    servers using appid 240.

    For CS:GO (which IS free-to-play), it FAILED because that new
    Steam account did not "own the game"?  In order to get it to
    work, I had to go to the Steam store (logged-in as this new Steam
    account) and buy the "CS:GO Prime Status Upgrade" - even though
    the game is "free-to-play"?  It's only about ~US$15, but still -
    why do I have to pay to host a game-server for a "free-to-play" game?
