It's a type of encoding called quoted printable. Basically you can write a character as =xx where the xx are hex characters. Because = signifies a character sequence, to represent it you have to use it's hex code which is 3D. So, =3D is the "quoted printable" representation of =. It's not actually valid CSS - just still encoded email tokens.
