Its hard to help when in every browser the page looks different; which
is right.
Also with so much Javascript & PHP you're not just asking for CSS help
but someone to debug the Javascript and PHP.
Also you seem to be still using tables to layout your page:

I really do not like your put down menus they drive me crazy covering
the page and don't always vanish when you move your cursor off them.
Are the mustard [About Us] and green bars [Home] suppose to be on the
right or left side? In IE Windows they are on the irght side; in
Firefox and Safari: the green runs across the top but the mustard is on
the left; in IE MAC they both run across the window but the text in the
mustard in all group on top of each other.
