I can report that in Windows 2K it looks fine in Firefox (1.5rc2), and 
in IE6.  IE6 first displayed it wrong, but with a resize it came back. 
Opera 8 on my machine left lots of space below the center column before 
it got to the footer.  This space was longer than the left column, so 
the white background showed across both well before the footer.

Sorry I don't have the knowledge to clue you in on why about Opera.
