I don't see the similarity to the peekaboo. The "reflow on hover"-correction is only a very unspecific sign that something was wrong, perhaps in the rendering of the ul, looks like a list bug. You could try to declare overflow:hidden in the ul or height:0/position:relative in its container and see if it helps by chance. Can you please narrow your file down to the elements that are necessary to reproduce the bug?
