I thank you for your responses.  Even though they didn't answer my question, 
they did convince the designer and the client to let go of the fixed width 
issue and resize my text to 100%.

However, I'm still having the same problem I was before: when the text is 
enlarged, the navigational items drop one by one.  Is there not any way to 
make the text wrap within the link, instead of having the enlargment of text 
push the container wider and causing the drop?

I hate to say it, but if I can't figure this out, I'm stuck with tables.

By the way, the drop only occurs at screen resolutions of 800x600 or lower.

I got permission from the designer - you can see it here: 
http://209.15.116.77/test/index.html it's still currently being coded, so 
nothing right now is "in stone" - I'm still working on a lot of it.  I'm 
just trying to figure out how to get the nav text to wrap instead of 
dropping the entire link.

Any help would be appreciated.
