That is IE-only, and probably one of the 3px IE-bugs. - Instead of 
searching the trigger [1], you can give the div#nav1 a negative 
margin-right of 3px for IE-only, then it is stabilized.
And for the very very very detail-minded ;-) : the footer-width can get 
a small repair to fit just under the maincontainer (all browsers).

PS:
I could not do the final check after uploading, for the lucidllc.com 
server (linked for the css) seems down. Maybe it is still not 1px fin tuned!
