First thing hat I can see is that you have onely defined the li a hover
which is why in IE6 it is only the link that is white.
Try
#nav li hover {
background-color:#fff;
color:#A9060E;
}

Cannot see the problem in pnav on my system. IE6/7. FF, Opera.
