In addition, realize that text size depends on many factors beyond "user preference". For example, I have a laptop with 1440 x 1050 screen resolution, set to 120 DPI. Without any user preference setting, Firefox indeed shows 1em as 16 pixels. But Opera and IE show 1em as 20 pixels. Even 16px can seem smaller/larger than expected, depending on the font installed on the visitor's machine. In addition, there *are* other operating systems ... Personally, I wouldn't worry too much about it, as long as you use a size close to whatever default the visitor expects.
