I believe I have this fixed.  Thank you for the reference to
http://www.aplus.co.yu/lab/z-pos/.  I relatively positioned the #header and
provided a z-index and it seems to work now.

Try to set a z-index on #header. I can't test it now, but it'll
probably work. More on z-index an IE here:
