No (because font-size-adjust does not work on the majority browser).
Scripting might give a partial answer.

Well, maybe, for some values of "%". But I think
font-family: Calibri, sans-serif;
is OK. I know that Calibri is good when available. If not, I can't
really tell whether Arial is an improvement over the browser's generic
sans-serif. Verdana isn't.
