Well IE does show the alternative text when you roll over an image, 
which is very annoying as it makes people write text for visual display 
instead of text alternatives for when the image is not available or 
cannot be seen.

Both the (wrong) alt display and the title attribute are not safe for 
conveying information, think of keyboard users.
