http://tredosoft.com/IE7_standalone It is packed separately, because at the time of release IE7 was the latest IE version, and you could either have an original IE 7 and want to use previous versions (multiple IE), or don't want to upgrade yet, but install just a IE 7 standalone for testing purposes.
