I see no difference on this end when comparing the page in Mac 0S X 10.4 
with PC XP in:

Safari/4.0
SeaMonkey/1.1.17
FF'3.5.1

So perhaps someone else sees the issues you have and can resolve them 
for you.

OTOH, IE/6 and IE/7 are both breaking the footer (in different ways), 
and breaking the set of nav links in the footer. Rather than hacking IE 
6 and 7, these changes to your style sheet will not adversely harm 
compliant browsers, and IE 6/7 will go along for the ride and correct 
themselves:

Add at the top of your style sheet to correct an IE font-scaling bug 
when using em:

html {font-size: 100%;}

And change the following:

#footer p{
line-height:32px; <--------- :: delete ::
padding:0; <----------------- :: delete ::
padding-top: 10px; <------- :: add ::
letter-spacing: .15em; <---- :: delete ::
}
