Every program I use has a ruler in it and will tell me the dimensions of any given object. As a matter of fact I've never had anyone ask me why an inch on screen isn't a real inch. Oh well... This discussion had little to do with anything CSS and should've been settled long ago by saying "Use EMs instead of PX or %s to make your site more viewable."
