As Georg implies, you can't beat a user set minimum font-size.

I have a minimum font-size set to 12px in all browsers, in Opera 11.10, Gecko 
1.9.2 and Safari 5 / WebKit / Chrome, the text in the lower box is half that 
size. Dunno about IE 9.
(don't ask me to read that… heck even 12px is often too small to read)
