I believe that it is, at least amongst believers in the philosophy.
I have never used it myself, but I believe that your analysis of
why it is used is correct.  For myself (and like you) I prefer
the "purist" approach :  one image, one task.  But then I liberally
use white space in both my CSS and my JavaScript files ('though
neither contain a single redundant semi-colon, if I can help it),
use long and meaningful identifiers ('though never Hungarian
notation, because it can make code look so ugly) and so on.
Each to their own :  we must live and let live.
