I've often thought that it should be; but, I've never been able to
convince myself that it is.  The reason is this:  If an html comment
(e.g., <!-- Comment -->) is an empty ! element (and as such has only
one tag); then, why wouldn't we have to say, "<!-- Comment -- />?  So,
I conclude that it's very close to being an empty element; but, it
isn't quite.

WRT my original question, I think my problem was that I forgot that an
html comment may not include any embedded -- or >.  I violated the
later.

I don't want to dwell on this since it has been pointed out to me that
it's off topic.  I do appreciate the latitude of the list in
considering my question. Thanks to all for the input.
