I need to update my skills and my question about that, is this: what is the distinction between or relationship between CSS and html4?
html (4.01 and 5) and css (2.1 and css 3) are distinct languages. You also have javascript/ecmascript, which isn't strictly needed but can be very useful. In modern web design there is some basis to say that HTML gives content and page structure, using HTML in a semantic way (Semantic HTML) and that CSS presents this structure and visual look of the content in the web browser. So HTML is for structure and CSS for the visual.
There's also XHTML 1 and 2, but I feel it's a waste learning that now. The future is HTML 5 I'm sure, though currently I'm using mostly HTML 4.01 myself.
I'm not aware of good introductory level books on HTML and CSS, but I do recommend you learn both languages at the same time. My personal Eye Opener book was "Transcending CSS: The Fine Art of Web Design" <http://www.amazon.co.uk/Transcending-CSS-Design-Voices-Matter/dp/0321410971/ref=sr_1_1?s=books&ie=UTF8&qid=1310139977&sr=1-1 > and he also have Hard Boiled Web Design out now <http://hardboiledwebdesign.com/ > on HTML 5 and CSS3, but I don't think these are the best introductory books. They are very good step 2 books rather. There are also other even more technical books that might be needed later on.
Sooner or later you're going to have to dive into HTML 5 though and there's a pretty good free book at <http://diveintohtml5.org/>.
