Well, via CSS you can change the look of all elements and the layout of all pages that shares the whole or at least parts of the same basic element structure. The content obviously goes into the HTML elements, so if the content changes, you have to change that everywhere.

For simpler sites you could avoid having to change every HTML file with something that works like Dreamweaver template files, Server side includes or a full fledged Content Management System.
