Eclipse for me.

I did try really hard to work with Intellij but its lack of keyboard
shortcuts reduced my code output significantly. Two weeks later a was back
with Eclipse. For me Eclipse is rich in keyboard shortcuts, almost
eliminating the need for a mouse!

As for GUI builders I have only used JGoodies, (licenced), to build Swing
UI's. Very quick and simple compared to creating the UI's from scratch. Can
not compare with other GUI tools as I have only used JGoodies.
