various proposals are being offered by members of the library community to cope with the cuts looming in FY 2004 & 2005. Below is a proposal by
Barbara Gubbin that, if adopted, would affect all
CTLS member libraries. It is in your interests to read this proposal and
to consider how your library would be best served should the State Library
decide to act on this or similar proposals. Peggy Rudd <[EMAIL PROTECTED]>
invites interested librarians to send her comments on Barbara's proposal.
(If you do, please send me a copy.) Barbara Gubbin, LSA Board member and director
of Houston Public Library, proposed (see message below) that TSLAC buy
databases with the FY04-FY05 funds which are budgeted for direct aid grants
($2.7 million per year) and the funds that Systems would provide in CD grants
(approximately $2 million). The Library Services Act (LSA) Advisory
Board advises the Texas State Library and Archives Commission on any matter
related to Systems. The LSA Board will meet on March 13. Pat Tuohy ********** [Sent March 05, 2003] Peggy: The State Library budget is on the
agenda for next week's LSA Board meeting. This is a difficult time for
the State Library and for all our libraries financially. At HPL we are
being forced to reduce our workforce, hours of service and materials
budget. As my staff consider options for reducing the materials budget
our dependence on the TexShare databases becomes more apparent as we consider
periodical subscriptions we will retain and those we will no longer subscribe
to. It is critical to all libraries that the State Library fund the
TexShare databases to the fullest extent possible. I hope you will
consider all options in identifying the necessary funds to accomplish this
including retaining at the State Library system funds otherwise designated for
collection development and Loan Star grant funds so that the State Library can
license these databases for the benefit of all Texans through their public and
college libraries. I fully realize that some of these decisions may n ot
be popular but in hard times we have to set priorities for library services and
I hope that you will give the LSA Board the opportunity to discuss the options
and provide what support you need to make these difficult decisions. Best of luck in your presentation to the

understanding of the importance of the TexShare databases. I had a very
similar conversation with Brenda just yesterday about APL's impending reduction
of periodical subscriptions. When I appeared before the General
Government Subcommittee of the House Committee on Appropriations recently,
Chairman Joe Pickett was very straightforward in recommending that we develop a
"disaster plan" in case TIF funding was no longer available to
support TexShare databases in 2004-2005. We have scoured our budget to
find resources that could be redirected to fund the databases should the
Legislature recommend anything less than the full amount we have requested as a
direct appropriation from TIF. As you suggest, the Commission may have to
make some difficult decisions. We certainly hope that it doesn't come to
that, but we are working hard to be prepared to continue the highest affordable
level possible for the TexShare databases. I am replying to everyone who received
your original message and have added some others (including Katherine -- called
and got her email address) who would benefit from seeing your message. I
