The black ops/intelligence machine is so huge, things like this could be
expected to happen without the authorization of a President. As I understand
it, even Presidents don't have security clearance in some matters. I think
some Presidents have been in agreement with black ops agendas and are allowed
a rather smooth ride from the intel agencies and the press. Other Presidents
are not in agreement with such things and they get harassed by the very intel
agencies they're supposed to have authority over.
I think these black ops programs proceed under all Presidents, with or
without their knowledge.
Just watch how GW Bush will be treated if he becomes Prez. Watch the
butt-kissing, kid-glove, red-carpet treatment from the press. Watch how few
of his past drug and sexual issues come to the forefront. The difference? He
would be in harmony with an oppressive agenda, so the powers-that-be won't
have to rake him over the coals to try to get him out.
