First meeting of U.S. commission on terrorist attacks
will be closed to public

WASHINGTON - The first meeting of an independent
commission on terrorist attacks will not be open to
the public.



Aides to the commission's chairman, Republican Thomas
H. Kean, and vice chairman, Democrat Lee Hamilton,
said the panel will convene privately in Washington on
Monday. Its first public meeting will follow within a
few weeks, said Hamilton's aide, Ben Rhodes.


Some relatives of victims of the Sept. 11 attacks had
been prepared to travel to Washington to attend
Monday's meeting if the public was invited.


In creating the commission, Congress exempted it from
the Federal Advisory Commission Act, which requires
that meetings be open to the public. The law creating
the commission says it should hold public hearings and
public meetings "to the extent appropriate."


Kean, named by President George W. Bush (news - web
sites) to lead the 10-member commission, said Thursday
that the panel is focusing for now on logistics —
selecting an executive director, finding office space
and determining what procedures it will follow.


"Once we get those things in place, then we will have
something to say," said Kean, a former two-term
governor of New Jersey.


The National Commission on Terrorist Attacks was
created last year in a compromise between Congress and
the White House, which had initially opposed it. The
commission was given 18 months, starting in late
November, to explore the causes of the Sept. 11
attacks and preparations for future terrorism.


Speaking to reporters, Kean described the commission's
task as "daunting."


"We are writing a history," he said. "Hopefully it's
the authoritative story of what happened and also the
kind of thing that prevents it from happening again."
