Nominee for CIA gives bleak spying prognosis

WASHINGTON Representative Porter Goss of Florida has said that rebuilding
the CIA will take more than five years and that American spies need to be
encouraged to take more risks.

Before the Senate Intelligence Committee on Tuesday, Goss, nominated by
President George W. Bush as the new director of central intelligence,
offered what he called a candid view of the intelligence agencies. Goss, a
Republican, said that if confirmed as director, he would practice "tough
love" in leading agencies that he portrayed as standing at three on a scale
of 10 in terms of capabilities.

The bleak picture that Goss painted of intelligence abilities was not
entirely unexpected. In February, George Tenet, then the director of central
intelligence, warned that rebuilding the clandestine services would take
five more years, despite a rebuilding effort that Tenet made a top priority
beginning when he took office in 1997.

But members of the committee still seemed taken aback as Goss described
human intelligence, the most important pillar in collecting information
about terrorist operations, as probably the weakest link in the country's
intelligence arsenal.

"I can't emphasize enough that if you don't have case officers who can deal
with the cultures and the language, you're not going to get much," Goss
said. In terms of rebuilding capabilities, he said that "the great bulk of
what we will need is more than five years out there."

When Senator Mike DeWine, a Republican from Ohio, called that statement
"rather frightening," Goss replied, "Candor is important, sir."

Goss's depiction was darker than many he has offered in the past, during
seven years as chairman of the House Intelligence Committee. But it was
consistent with criticisms that he has made in recent months, and reflected
the mood of a Congress that is embarking on a major intelligence overhaul in
the wake of recent failures.

"I don't want to give aid and comfort to the enemy by telling you how bad I
think the problem is," Goss said at one point in the four-and-a-half hour
session.

Goss, a Republican who has spent nearly 16 years in the House, spent much of
his time trying to assure Democratic members of the panel that he would be
an independent, objective intelligence chief. Some Democrats asked for
further time to question him before a committee vote next Monday afternoon.

Still, Goss appeared all but certain to win confirmation by the Senate,
probably on Tuesday. He was introduced to the panel by the two Democratic
senators from Florida, including Bob Graham, usually a sharp critic of the
Bush administration. Both Graham and Senator Bill Nelson endorsed Goss
strongly as a man whose experience and integrity made him ideally suited for
the job.
