"(a) In General- To be eligible to receive any grant or other type of financial assistance made available under this subtitle, a State shall participate in the interstate compact regarding sharing of driver license data, known as the `Driver License Agreement', in order to provide electronic access by a State to information contained in the motor vehicle databases of all other States." This bill and the Senate's Collins-Lieberman bill, with John McCain's crypto-national-ID amendment, is currently in a conference committee. The Congresscritters hope to pass something for Bush to sign before the election. The "Driver License Agreement" (DLA) is a document written up by AAMVA with federal grant money. AAMVA is the American Association of Motor Vehicle Administrators, the trade organization for the state DMV bureacracies. The DLA spells out a program for interlinked biometric identity databases hooked into state driver's licenses.
