Two Die in Soho Blast

White Woves claim responsibility

TWO people were killed last night and at least 73 injured when what
witnesses described as a massive explosion hit a gay pub at the heart of
Soho, in London. It was the third terrorist attack in the capital within
two weeks.
The blast tore through the Admiral Duncan pub in Old Compton Street at
6.37pm when the area was crowded with people enjoying the evening
sunshine at the start of the Bank Holiday. There were thought to have
been scores of people in the pub, one of the oldest bars serving the
homosexual community in Soho. The bomb exploded without warning.

John Pooley, the ambulance incident officer, said a total of 73 people
had been injured. "They included traumatic amputations," he said. Of the
13 seriously injured, at least two had limbs blown off in the blast and
many suffered burns. "The paramedics and workers on the scene worked
very hard and I think there would have been more fatalities if they
hadn't been here so quickly," he said.

A fleet of ambulances took the casualties to University College
Hospital, where staff immediately reported that injuries were consistent
with nail wounds.

The bomb is the third to explode in London in as many weeks and is
understood to have gone off hours after police warned the gay community
that it might be the next target. Police are linking the explosion to
the two other bomb attacks: the nail bomb attack on Brixton market on
April 17 and the explosion in Brick Lane a week later.

The White Wolves, a splinter group of Combat 18 linked to the previous
bombings, claimed responsibility for the Soho attack in a call to a BBC
local radio station at about 8.30pm. Last night's explosion was the most
serious yet in what is increasingly looking like a campaign of terror by
Right-wing extremists.

Security experts believe the bomb was bigger than either of the previous
two and, because of the impact and damage inflicted, may have contained
some plastic explosive as well as nails and other "shrapnel". Deputy
Assistant Commissioner Alan Fry, of the Metropolitan police, said that
he thought the three bombings were linked. He described them as
"cowardly attacks". Insp Peter Smith, duty officer for Marylebone, said
that there had been no warning. He said: "The IRA were bastards but at
least they gave us a warning. These people are wicked, absolutely
wicked."

Jack Straw, the Home Secretary, said last night: "This is a terrible
outrage committed by people with no humanity. I know that the police are
devoting huge efforts to find the perpetrators. Our hearts go out to
those injured, their families and friends. This awful crime reinforces
the need for all of us to be vigilant. I know that the British people
will not be intimidated by this outrage, nor will the harmony between
different minorities be disturbed by it."

Witnesses last night reported seeing a man wearing a yellow baseball cap
leaving a holdall in the pub moments before the explosion. Ben Cook, a
runner for a post-production company, was in his firm's basement when
the bomb exploded.

He said: "We felt the foundations shake and we heard the blast.
Everybody was running everywhere. It was mayhem and the street was
filled with smoke. A man came out of the pub and asked me if I had seen
a man in a yellow baseball cap with a blond goatee beard and a yellow
and blue T-shirt. He said he had been carrying a holdall and he saw him
leave it in the pub. Shortly after, the holdall exploded and he saw this
character hanging about on Dean Street. Then the guy disappeared."

After the explosion, witnesses reported seeing people lying in the
street being treated by passers-by, and other victims running up and
down the road with blood pouring from head injuries. Ana Garcia, 35,
manager of nearby Balans Restaurant, said: "People were crying and
screaming. There were at least five or six people lying in the street
being treated. Some of them had been burned. The pub door and the window
had been blown away. There was glass all over the street and people
rushing everywhere."

Simon Edwards, 32, who was drinking in the street when the bomb went
off, helped drag a man out of the pub. He said: "The guy I tried to help
out of the pub had no leg left. He was crying out so much. His entire
leg below the left knee was blown off. I just could not believe my
eyes."

Another witness said one man had been blown 30ft across the road and
appeared to have a curtain or window frame around his body, such was the
force of the blast. Stephen Dillon, 32, was 50 yards from the pub when
the bomb exploded. He said: "Basically it was carnage, there was a lot
of black smoke coming out of the pub and people coming out injured,
screaming and in a state of panic."

The street was cordoned off last night after unconfirmed reports of two
other explosive devices in the vicinity. Police ordered those in
buildings to stay where they were while the streets were cleared.
Nothing was found.

Old Compton Street is popular not just with the gay community but also
with theatre-goers, clubbers and diners who flock to the street's famous
nightspots. Johann Steinecker, of Maison Bertaux in nearby Greek Street,
said: "It was just starting to get busy with a lot of people in the
street. Friday night is one of the busiest nights down here."

The Pink Paper, a gay newspaper, had warned readers to be vigilant and
security measures were stepped up in Brighton and in Manchester's Canal
Street area - both popular homosexual areas. Mark Watson, spokesman for
gay campaign group Stonewall, said: "We got a police letter this morning
warning us to be on our guard."

The Metropolitan Police have set up a casualty line for anyone who
believes they may have friends or relatives caught up in the blast on

Gun Control

Clinton is Shameless

President Clinton didn't flinch when ordering 18-, 19- and 20-year-old
military personnel into places that he can't pronounce to fight for the
cause of freedom and democracy, but he has angst over the thought of
those same young men and women possessing firearms when they return to
their native soil.
The stink of hypocrisy in the president's latest attempt to control guns
in America is enough to curl the nose hairs of anyone who believes in
the Bill of Rights.

"Well, young patriot, your country trusts you enough to put a fully
automatic assault rifle in your hands so you can protect some stranger's
life half a world away. But when you get back to the good ol' U.S. of
A., you'll go from patriot to peon, 'cause I'm gonna make it against the
law for you to keep a five-shot .38 revolver in your night stand to
protect your own sorry hide.

"Nothin' personal, you understand. It's just that we don't have a clue
how to stop violent mental defectives, so I'm doin' the only thing
politicians know how to do in such cases, and that's intrude, infringe
and otherwise trample on the freedoms of law-abidin' folk -- even ones
willing to fight and die for their country."

Clinton's move was so, so predictable. Instead of waiting to find out
exactly how many existing laws Eric Harris and Dylan Klebold violated to
get their hands on the weapons used in last week's terroristic attack on
Columbine High School, he lets one week pass before proposing "the most
comprehensive gun legislation any administration has put forward in 30
years," to quote an ebullient White House.

One report this week indicates that at least 19 federal and state gun
and explosives laws were violated in the Colorado case. Had Harris and
Klebold survived their bloody rampage, those charges alone would have
been enough to put them away for the rest of their unnatural lives. Does
anyone really think that three, four or a dozen more gun laws would have
made a dog's worth of difference to them?

Of course, not much of what the Artful Draft Dodger proposed is new. He
took darn near every gun-control initiative every devised short of total
confiscation (just give him time), added the new wrinkle of background
checks for people wanting to buy explosives, and presented a
reformulated package to an America still mourning the events in
Littleton. And then he flat-out admitted that timing's everything in
getting something like this passed in Congress.

If gun-rights advocates even mention the Second Amendment after such an
event, they are accused of trying to capitalize on tragedy. But it's
perfectly acceptable for gun-control proponents to jump on it like a
duck on a June bug.

One problem with this kind of reflex lawmaking: It doesn't work. Even
the traditionally anti-gun Democrat Tom Daschle of South Dakota said he
doesn't think more gun-control legislation is the answer.

Maybe that's because the senator realizes that most of the problems
outlined in the "omnibus" crime package already have corresponding state
and federal laws on the books.

Do laws deter evil? Did a prohibition against possessing the components
to make explosives stop the cross-wired psychotics in Colorado? Or the
group of Wimberley 14-year-olds who allegedly conspired to blow up their
school last week?

Last I looked, a law against murder has been on the books since . . .
well, since Moses came down from the mount. But that hasn't stop evil
people from killing.

No one will ever know what twisted mix of societal influences, chemistry
and just plain evil turned Harris and Klebold into murderers. But
frustration over not being able to answer time-worn questions has the
administration lashing out at an easy target: guns.

In the quest to restrict potentially deadly weapons, people are looking
in the wrong place. How many American homes have teen-age time bombs
ticking away, undetected behind the closed doors of their bedrooms,
because Mom and Dad are too busy trying to fulfill the materialistic
dream of two SUVs in the driveway and a TV in every room?

In truth, probably not very many. The vast majority of Americans are
hard-working, law-abiding, decent human beings doing the best they can
to raise their children to be normal, functioning members of society.
But the deadliest concealed weapon in this country is a neglected or
ignored child.

As information about Eric Harris continues to surface, it's becoming
searingly clear that everyone around him missed the signs of impending
doom. Those who did see them -- like the parents of a classmate who was
threatened by Harris on his Web site -- were ignored.

Ironic, isn't it, that the only other ones who saw Harris for the
walking disaster he was were the Marines? Even America's premier
fighting machine knew there was something not right about that
natural-born killer.

On or about April 12, 1999, I mailed to you a transcript of an interview
with prisoner Charles Hayes (05930-320) for your comment. Having
received no reply or acknowledgment after two weeks, I expect to proceed
with the story. Your response is welcome at any time, but may now likely
come after publication.

In addition, the April 12 letter formally requested copies of Mr. Hayes'
medical and government service records, which he indicated he would
approve for release. Notwithstanding the fact that he has apparently
been relocated (in what appears to be violation of his sentencing order
by Judge Coffman), that document request remains and your prompt
response is expected.

Further, for the record, I would like to request a formal statement from
your office as to the reason for Mr. Hayes' transfer, the location to
which he has been transferred and the reason for sending him to that
facility.

Your prompt response would be appreciated.
