-Caveat Lector- Associated Press: the USA Hides its Dirty Wars from its Citizens May 01, 1999 New York, April 30, 1999 (Tanjug) - Even before the attack against Yugoslavia, actually, since World War II, the United States of America has waged many wars but has avoided naming its operations by their real name- war, just as it has been doing this time, the American Associate Press Agency (AP) reports in its latest analysis. The text reminds that in addition to other wars, the USA has waged wars in Korea, Vietnam and Iraq, and that it has carried out an invasion of Cuba, Haiti, Grenada, Somalia... What was important for Washington in all these cases, just as it is the case now, in the aggression against Yugoslavia, was that the word "war" be avoided. Thus, different cliques in Washington have used different terms to denote the killing of civilians, bombing, and annihilation of civilian objects and destruction of sovereign states. The term used to denote the war against Korea was "political action"; Vietnam was referred to in the context of killing people in order to prevent the "red plague" of communism, and now, in the case of Kosovo and Metohija, a pretext has been used to explain that what is going on there is allegedly - saving refugees - the Albanians from Kosovo and Metohija. AP states the reasons why the aggressive clique in Washington has tried to delude the public and avoid saying publicly that America has waged bloody, brutal wars in all these cases, just as it is the case now in Yugoslavia, where the greatest victims have been civilians. One of the reasons underscored by AP is deluding the American public in order to prevent it from becoming aware that what is happening is "as brutal, as bloody and as deadly as World War I was". This thesis has been presented to the Agency by Laird Anderson, a university professor. Although AP does not extend this thesis to involve the propaganda role of the American media in the aggression against the FRY, it is clear that it is exactly now that the media have a very important role in stifling the truth and presenting a false picture with a clear objective that the public be deluded and that a fiction be created about an allegedly clean war, without victims and unpleasant scenes of killed people and destroyed cities. The second reason cited by AP is the internal struggle in America itself, between the executive power - the President - and the legislative power - the Congress. It is quite clear that the president - in this case Clinton, an immoral person -wishes to take decisions in an autocratic way, avoiding to refer to the aggression against Kosovo and Metohia as war, because, otherwise, the decision on that most dramatic step a state can take, would have to be made by the Congress. It is exactly this issue - who can declare war and in which way - that has been the subject of a major discussion over the past days, during which several contradicting resolutions have been proposed. However, at the end of the day, it is clear that the 1973 War Act has been violated, that was adopted after Vietnam and that was to make it binding upon the president to ask the Congress to decide on war instead of taking such decisions by himself. The third reason, according to AP, is that a whole series of consequences follow after declaring war, involving changes in the whole society and even the economy, including the fact that the president and the state have the right to impose the requirement of shifting to war production involving the plants and the economy. Clinton would like to avoid all this, and he has been doing all this by publicly stating different pretexts for attacking Yugoslavia. According to AP, Clinton uses the explanation that the targets of the "air strikes" against the FRY are of a "limited character", which is understood by many as a statement that America does not have the intention of occupying or invading Yugoslavia, but only of protecting the refugees, allegedly. Something that the Agency does not state, is another important aspect of declaring war. Such a move would, represent a concrete and precise explanation why the decision to start a war has been taken. According to all the legitimate regulations, and even the American constitution, war is declared when the country has been attacked, when it is exposed to the threat of aggression, when its peoples or people have been attacked. Since nothing of the kind has happened to America or the Americans, it is clear that the leading circles in Washingon have no reason to declare war, particularly not against a sovereign country. Declaring war, in the case of America as the aggressor, would raise an unpleasant issue - the issue of war damages, which the aggressor will have to consider at the end of the day, in spite of the whole legal conundrum it is trying to bypass.
