GORE AIDE INTIMIDATED INTERNET EXECS

The DRUDGE REPORT has learned that pressure was put on digital types to
back "Gore's" new post-Colorado shooting internet initiative.  During a
conference call with DISNEYABCAOLYAHOO on Tuesday, a senior Gore staffer
threatened retaliation to those who would not come aboard, it has been
learned.

["The vice president has a long memory."]

And sources tell how the new "one click" project was initiated by the
internet industry, with the encouragement of the bipartisan Internet
Caucus, in mid-1997.  It was NOT an Administration initiative and that
there was NO participation whatsoever by Al Gore.  The ego has landed.

Meanwhile, John Sharp, one of the most prominent Democrats in the country
and a longtime associate of Vice President Al Gore, has decided to back
Bradley for the Democratic presidential nomination, breaks Broder in
Thursday runs.

Sharp was a senior adviser to Gore's "reinventing government" plan, but he
is now reinventing.

"A lot of Democrats and independents fear he is tainted by the Clinton
administration," he explains.  "Bradley doesn't have those things hanging
on him."

JANET RENO DEVELOPS AGENCY THAT WILL DEAL WITH Y2K CRISIS

Attorney General Janet Reno has quietly created a small agency within the
FBI that will deal with Y2K repercussions.

The agency, The National Domestic Preparedness Office, is now up and
running -- and preparing -- despite the fact it does not officially exist!
Congress has not yet approved its budget.

A mission statement from the NDPO:  "To coordinate all Federal efforts,
including those of the Department of Defense, Federal Emergency Management
Agency, Department of Health and Human Services, Department of Energy, and
the Environmental Protection Agency, to assist State and local first
responders with planning, training, equipment, and exercise necessary to
respond to a conventional or non-conventional weapon of mass destruction
incident."

But investigative legend Jack Anderson is set to report in his syndicated
column that the NDPO will be the federal authority for any national Y2K
repercussions.

Anders also reports:  Later this month, the Federal Emergency Management
Agency will hold a national "table top" simulated scenario drill -- similar
to the "war games" played out in the military.

The drill "will pull together all emergency and military resources. FEMA,
along with the National Guard, is responsible for coordinating state and
local responses to Y2K problems while the State Department will cover
international social problems," Anderson
reports.

The U.S. military is quietly planning a sophisticated social-response
network in case civil unrest should erupt.

Military types are denying a newspaper story that captured Marines in a
"civil unrest exercise" at Quantico.

"They told me what the exercise was about and then asked me not to report
it," says Dave Ellis of the POTOMAC NEWS.

The reporter filed a Page One story that ran with a photo apparently
showing the Marines in "Y2K riot training".

"[The Marines] were worried that people would think they were painting
helicopters black and training for a huge government crackdown at the
millennium," he explains.

NATO AND RUSSIA AGREE ON KOSOVO FORCE

NATO and Russia have will issue a joint statement Thursday on ending the
conflict in Kosovo.

A senior German official tells Thursday NY TIMES that an "outline accord"
had been reached with Russia on the need for "an international civil and
security presence" that would enter Kosovo under a UN mandate.

NBC NEWS, fresh from a one-on-one interview with President Clinton also
reported the development late Wednesday night.

[When asked if the president had given anchor Brokaw the goodie off camera,
one NBC NEWS executive in New York laughed.]

The WASHINGTON POST is rushing to report that the statement calls for an
"international body to run Kosovo... Russia would acknowledge that a
international military force is needed in Kosovo -- not the observer force,
armed only for self-protection, that Moscow and Belgrade alike have
insisted on in the past."

PAPER:  NATO MAY CALL IN 50,000 GROUND TROOPS

NATO may soon call in more than 50,000 ground troops to enforce any
settlement in Kosovo, the NEW YORK TIMES is reporting in Thursday editions.

Troops would be used to "quell scattered resistance from Serb paramilitary
groups, to detect and destroy hundreds, if not thousands, of land mines
laid by Yugoslav forces, and to help begin rebuilding devastated villages
in Kosovo."

The WALL STREET JOURNAL reported on Wednesday that NATO has outlined a plan
to send some 60,000 ground troops into Kosovo by summer to control the
province upon withdrawal of Yugoslav forces.

HIGH SCHOOL STUDENT KILLS HIMSELF ON SOCCER FIELD

Blame the internet, blame the entertainment business, blame the guns, or
blame a world that appears to have gone off axis.

Residents of Bay Minette, Alabama were still in shock late Wednesday night
after student committed suicide at his high school, one day after
encouraging classmates at a National Honor Society banquet to believe in
themselves and accomplish their goals.

Brad Michael Gray killed himself with a .38-caliber pistol on the soccer
field of Baldwin County High on Wednesday.

He was a finalist to be the class valedictorian.

"This was a highly intelligent but very troubled young man who had been
having problems coping with his personal problems," Bay Minette Police
Chief Bruce Lovett tells Thursday's MOBILE REGISTER.  "He came from a good
family. There doesn't appear to be any indication that there was any
contributing factors other than just his inability to cope with life
itself."

PAPER CHALLENGES STATE

The State Department went ballistic earlier today over a WASHINGTON TIMES
story by George Archibald, reporting that Clinton envoy Richard Holbrooke
broke off sensitive negotiations with Milosevic so he could snap up $40,000
for making speeches to SIEMENS AG, among others.

A State Dept. official flat out denied Holbrooke gave the Oct. 13, 1998,
speech in New York, and also denied Holbrooke ever left Yugoslavia during
the negotiations.

But on Thursday, according to publishing sources, the WASHINGTON TIMES
produces the documents showing Holbrooke got paid for the speech, and also
demonstrates that Holbrooke appeared on NBCs TODAY show in New York on Oct.
14, the day after the SIEMENS speech was supposed to be
delivered. So either State is lying about whether Holbrooke gave that
speech, or else Holbrooke got paid for a speech he never gave.

A spokesman for Sen. Jesse Helms tells the paper that the Holbrooke
nomination as ambassador to the UN is going nowhere until everything is
known about various investigations into Holbrooke's $200,000-plus income
for speeches and other assorted confusions.
